Playa del Carmen Threatens to Revoke Parking Meter Concession Over Bike-Share Suspension

Playa del Carmen, Quintana Roo — The municipal government has formally notified Promotora de Reordenamiento Urbano, the company holding the concession for parking meters and bike-sharing, that it may face revocation of its contract after suspending the bike-share service without city authorization.

City Attorney José Agustín Aguilar Méndez said officials delivered a letter to company representatives warning that the service interruption constitutes a potential breach of the concession agreement.

The company argued it suspended the service due to increased bicycle theft, vandalism, and deterioration of the units, which significantly raised maintenance costs.

However, Aguilar Méndez stated that the concessionaire cannot unilaterally suspend a public service under concession, and the city responded by noting the decision violates the agreed terms.

He warned that the breach could trigger a revocation process, noting the company has already exceeded the allowed time to restore service. The city will evaluate legal and administrative actions to ensure compliance.

Treasurer Guillermo Brahms González said the concession was granted to improve mobility and urban order, not to harm citizens, and urged the company to restart the bike-share system.

The company had previously presented a letter claiming it had agreed with the city to temporarily suspend the service. That document was signed by former Mobility Director Juan Carlos Tun, who was later removed from his post amid allegations of irregularities.

The city government maintains the option to revoke the concession if the company fails to restore service and continues to breach its contractual obligations.
