Chetumal, Quintana Roo — The state Congress is reviewing a proposed reform to Quintana Roo’s Animal Protection and Welfare Law aimed at strengthening measures to prevent animal abuse, promote responsible pet ownership, and update the legal framework.
The initiative seeks to align the law with current animal welfare needs by establishing tools for more effective response to cases of abandonment, cruelty, and neglect, while also promoting preventive actions in coordination with authorities and civil society.
Proposed changes include strengthening a culture of respect toward animals through awareness campaigns, as well as promoting sterilization, responsible adoption, and education on dignified treatment of pets and other species protected by law.
The bill also aims to clarify the responsibilities of those who keep animals under their care, ensuring they receive adequate food, medical attention, proper space, and conditions that support their physical and emotional well-being.
Animal protection specialists and organizations have noted that abandonment and mistreatment remain recurring problems in various areas of the state, making a legislative update necessary to help prevent such conduct and strengthen legal protections for animals.
The proposal remains under review in the relevant legislative committees. If approved by the full chamber, the reforms would be incorporated into state law and take effect across Quintana Roo.
