Playa del Carmen, Quintana Roo — The municipal government plans to build a digital platform that will link public notary offices directly with the city treasury, automating the reporting of home sales and streamlining collection of the property acquisition tax (ISABI).
Rolando Méndez Navarro, the city’s planning secretary, announced the project after the Municipal Development Planning Committee (Coplademun) approved a 29.3 million peso allocation for the software.
The software will remain with the municipality rather than being handed over to notaries, Méndez Navarro said. The platform will also connect notary offices with the Urban Development and Environment departments.
Although the platform requires a significant upfront investment, the treasury department’s proposal projects that faster tax collection and stricter oversight of property transactions will boost revenue enough to justify the cost. Officials also say the system will help close loopholes that could enable corruption, not only in ISABI collection but also in urban development procedures.
