Pets Left on Rooftops in Puerto Morelos: Heavy Fines for Animal Abuse

Owning a pet is a significant responsibility. It involves more than just feeding or walking them; it also includes civil obligations when bringing them into public spaces. In areas like Puerto Morelos, Quintana Roo, regulations have been established to ensure pet owners prevent any form of animal abuse. One such rule prohibits the abandonment of pets on rooftops, an offense that can result in a monetary penalty imposed by a civil judge.

To enforce these regulations, the local government implements the Animal Protection and Welfare Regulations of the Municipality of Puerto Morelos. This legislation includes various measures to penalize pet owners who fail to protect their animals. According to Article 102 of this regulation, individuals who commit various non-protective actions against animals can face a fine of five to 10 times the current Measurement and Update Unit (ranging from 565.70 pesos to 1,131.40 pesos).

If these offenses are committed by any animal caretaker, veterinarian, or individual responsible for the animal's health or safety, the civil judge can increase the fine by 50 percent. Repeat offenders may face double the penalty for this behavior, as long as a year has not passed since their last sanction for the same offense.
