Cancún, Quintana Roo — The state Congress has approved reforms to the Civil Code eliminating provisions that required medical certificates or imposed restrictions based on health conditions or disabilities for marriage and civil unions.
The changes, passed during the Fourth Extraordinary Session, modify Articles 382, 383, 682 and 700 of the Quintana Roo Civil Code. Lawmakers said the goal is to remove legal barriers that limited the exercise of civil rights for people with disabilities or health conditions.
The reform stems from a consultation process with people with disabilities, focusing on recognizing their legal capacity, free expression of will, and exercise of rights in civil status acts, particularly marriage.
With the amendments, the Legislature aims to ensure no one is excluded or has their rights restricted due to health or disability, strengthening principles of equality, inclusion and non-discrimination.
The reforms also align state law with national and international human rights standards, promoting respect for free development of personality and the right of all people to form a family under equal conditions.
