Playa del Carmen, Quintana Roo — Without an updated Local Ecological Ordinance Program (POEL), the city’s Urban Development Program (PDU) cannot be used for environmental diagnostics, experts warned, stressing that both tools are essential for orderly and sustainable growth.
Biologist Gabriel Robles said the POEL must not only be current but also revised continuously to correct mistakes as the city expands. “All investments are welcome, but they must adhere to ecological criteria,” he said.
Engineer Mario Moguel Rosado agreed that updating the POEL is vital. The program regulates land use outside population centers and sets ecological regulation standards, he explained.
The POEL defines the environmental and technological diagnosis of the municipal territory and guides productive activities toward areas suitable for protecting natural resources. Experts said it is far more important to update this regulatory document than just the PDU.
“The goal is for real estate development to comply with norms and for different sectors to operate sustainably, preserving and protecting natural resources,” Robles said.
He noted that the PDU identifies three reserve urban areas already being developed—Environmental Management Units 14 North, 14 South, and 11, where the Villas del Sol subdivision sits—and that the POEL must govern their ecological regulation.
According to Robles, updating both programs simultaneously prevents legal challenges that could overturn planning instruments. Officials from the Federal Environment Ministry (Semarnat) have also stated that the POEL is a legally defined environmental policy tool aimed at regulating land use and productive activities to protect the environment and ensure sustainable resource use.
