Playa del Carmen, Quintana Roo — Playa del Carmen’s new Urban Development Program (PDU) is technically finished, but municipal authorities do not expect to approve it until early 2027 as they carry out a final review of the land uses the document sets out.
Hernán González de los Santos, the city’s secretary of territorial planning, said the review aims to define street by street which areas will be designated for housing, commerce or mixed use, given the impact the plan will have on the municipality’s growth and urban layout.
He said the public consultation stage has closed and that officials have responded to the more than 600 questions and comments submitted by residents and other groups with an interest in the update.
González de los Santos said the city has answered the proposals it received and is now focused on verifying zoning details before sending the document for final approval.
Only Quintana Roo municipality to finish technical drafting
The secretary noted that of the seven Quintana Roo municipalities currently updating their urban development programs, Playa del Carmen is the only one that has completed the technical drafting stage.
He cautioned, however, that specific issues related to the classification of urban zones still need to be reviewed to avoid inconsistencies in how land uses are assigned.
The update matters because it will set the rules governing Playa del Carmen’s growth, along with the activities and types of construction permitted in different parts of the city.
The boundaries drawn between residential and commercial zones will directly affect future real estate projects, businesses and how individual plots of land can be used.
González de los Santos did not give a date for completing the review but estimated that the new planning instrument could be approved within the first months of 2027.
