The City Council of Solidaridad has approved the Revenue Law 2025, which includes a reform to the collection of an environmental sanitation fee for tourists.
Under the new law, each tourist will be charged a percentage of the UMA’s value per room.
This fee is calculated based on the Measure and Update Unit (UMA), currently valued at 108.57 pesos. The fee structure is as follows:
- First tourist per room: 30% of UMA (32.57 pesos)
- Second tourist per room: 20% of UMA (21.71 pesos)
- Third tourist per room: 10% of UMA (10.86 pesos)
The new tax is part of a broader effort by the local government to increase revenue for public works. The measure, which will take effect in April, is expected to raise the municipality’s budget from 3.8 billion to 4.25 billion pesos for the upcoming year.
Municipal Treasurer, Javier Regalado, explained that the adjustment to the Revenue Law is a response to the need for more resources for infrastructure projects. The city has planned an investment of 900 million pesos in public works for 2025, in accordance with commitments made by President Estefanía Mercado Ascencio.
The decision to implement the environmental sanitation fee was made in collaboration with the Environmental Sanitation Committee, which includes active participation from local hoteliers.
However, during the same session, the council did not approve a proposed increase in the price of parking meter tariffs in a section of Playa del Carmen.
