Playa del Carmen, Quintana Roo — As part of institutional strengthening and ongoing training for security forces, Mayor Estefanía Mercado attended a keynote lecture on "Leadership," delivered by General Fidel Mondragón Rivero, Commander of the 34th Military Zone, to members of the Municipal Secretariat of Citizen Security.

The Municipal President emphasized the value of such initiatives in positively transforming public service and citizen security, highlighting the importance of cultivating leaders rather than mere figures of authority.

"General Mondragón has just contributed to a great dream I hold in my heart, not only as Mayor but as a citizen committed to the well-being of our community. I ask him to share more of his time with us to continue imparting his wisdom and knowledge on what it means to be a true leader," Mercado stated.

She further underscored the distinction between leadership and command, stressing that "a boss gives orders, but a leader inspires, guides, and transforms. Today, more than ever, the world thirsts for leaders, and that is precisely what we are building in Playa del Carmen: a police force with human leadership, commitment, and a vocation for service."

Mayor Mercado concluded her remarks by reaffirming her vision of establishing Playa del Carmen as a national benchmark. "My dream is for our beloved Playa del Carmen to be recognized as a model of leadership and transformation. We can achieve it, and we will achieve it."

With initiatives like this, the Solidaridad government continues to enhance the professionalization of its police force, aiming to build a safer, fairer, and forward-looking community.

General Mondragón has a distinguished career in the Mexican Army, having held strategic positions in security operations and military command across the country. His experience and dedication to service have been instrumental in advancing strategies to strengthen security institutions.

During the event, Raúl Tassinari González, Secretary of Citizen Security, noted that today’s challenges demand police officers who not only perform operational duties but also exercise conscious, ethical, and high-impact leadership. "We need leadership that inspires, sets an example, and strengthens public trust," he said.

The lecture focused on the values essential for a modern police force: integrity-driven leadership, responsible decision-making, and the ability to lead by example. It emphasized that leadership is not confined to hierarchy but stems from a personal commitment to serving the community and continuous self-improvement.

This event is part of ongoing professional development efforts by the Municipal Government to ensure a police force that is approachable, reliable, and equipped to meet the challenges of an international tourist destination like Playa del Carmen.
