Chetumal, Quintana Roo — The Mexican government has allocated 4 million pesos (about $200,000) to establish a specialized shelter for women and children victims of gender violence in the state capital.
The funds were formalized through a coordination agreement signed by the federal Women’s Secretariat, its state counterpart, and the state Finance and Planning Secretariat (Sefiplan).
According to a notice published in the Official Gazette of the Federation on June 24, the federal government is providing the money from a national program budget of 856,782,185 pesos. Quintana Roo secured the funds after responding to a call for proposals issued on January 30, 2026, for subsidies to support specialized shelters for women and children victims of gender violence.
The federal government said the subsidies respond to “the need to carry out actions to eliminate contexts of violence against women throughout the country, as well as to contribute to the prevention and eradication of the phenomenon and the promotion of women’s human rights.”
The shelter must guarantee conditions of safety, confidentiality, surveillance, and evacuation routes, and must have an internal civil protection program and staff trained in human rights and gender perspective, according to federal requirements.
The state Women’s Secretariat is responsible for the accuracy of technical and financial information submitted for compliance with the agreement, particularly regarding the application, monitoring, control, accountability, and transparency of the transferred funds.
The shelter must provide temporary protection for women and their children living in situations of extreme violence, meeting necessary standards for security, confidentiality, surveillance, evacuation routes, and adequate architectural space.
The state agency must also maintain an accounting system in line with applicable norms and principles, keep a detailed inventory of all furniture, equipment, and goods purchased with federal funds, and label and safeguard those items.
The federal resources will be deposited in a specific account managed by the state government and then transferred to the Women’s Secretariat. The funds must be spent by December 31, 2026; any surplus or money used for other purposes must be returned to the federal treasury.
