Cancún Planning Institute Prepares Master Plan to Control Huayacán Avenue Growth

Cancún, Quintana Roo — The Municipal Planning Institute (Implan) of Benito Juárez is developing a master plan for Huayacán Avenue to organize the residential and commercial growth that has surged along this Cancún corridor in recent years.

Implan director Héctor Sánchez Tirado said the project will be integrated into the new Urban Development Program (PDU). The plan will establish guidelines for orderly development, prioritizing infrastructure, mobility, and consolidation of already urbanized areas.

The project includes a comprehensive intervention along the roadway with improvements to sidewalks, traffic lights, pedestrian crossings, speed bumps, and urban design to ensure safer travel.

Sánchez Tirado noted that one of the main challenges will be addressing areas that have not yet been incorporated into the municipality, including ejido lands that require processes to bring in public services and common-use spaces.

The master plan will be finalized within the new PDU, which is expected to be published between December and January. The document will define growth rules for the municipality’s various zones.

The update of the Urban Development Program continues with citizen participation workshops in different parts of the city. Topics under discussion include land use, urban expansion, and the need to balance housing, commerce, and infrastructure.

Implan is also coordinating with the Federal Electricity Commission (CFE) and Aguakan to integrate energy, drinking water, and drainage projects into Cancún’s planned growth, ensuring that infrastructure advances alongside urban development.
