Chetumal, Quintana Roo — Mexico’s Tax Administration Service (SAT) has seized three more properties belonging to former Quintana Roo Governor Roberto Borge Angulo, as part of a collection effort for a multimillion-peso tax debt dating back to 2017-2018, when Borge fled the state.
The three seized properties are all located on the island of Cozumel, in prime locations, according to official records reviewed by Sol Quintana Roo. Some of the properties were acquired before Borge became governor.
The latest seizures, executed on April 24, add to a previous seizure in January of an apartment in a condominium near Shangri-La beach in Playa del Carmen. With these new actions, a total of four high-value properties have been immobilized by the SAT and could eventually be auctioned off by the federal government if Borge fails to settle his tax debt.
The three Cozumel properties are identified by their real estate folio numbers: 18734 on Avenida Juárez interior 660; 18735 on Avenida 35 Sur; and 18763 at Avenida Rafael E. Melgar with Calle 5, number 339. All are now under federal embargo, meaning they cannot be sold or transferred by the former governor.
The embargoes will only be lifted if Borge pays the outstanding tax credit and resolves his pending criminal cases.
Earlier this year, Sol Quintana Roo reported that the SAT had issued orders to seize seven properties belonging to Borge. So far, four have been executed: the three recent ones and the Playa del Carmen apartment. The remaining three properties, located in Chetumal in the Juan Sarabia area, have not yet been seized.
According to official document 2025-003387 from the SAT’s Quintana Roo collection office, the total debt amounts to 3,897,506 pesos, though the figure may be higher due to unpaid federal taxes including Value Added Tax (IVA) and Income Tax (ISR).
These new federal embargoes overlap with existing state-level embargoes imposed by a Chetumal control judge for the crime of irregular performance of public duties, after it was found that Borge allegedly acquired several properties with public funds.
Earlier this year, two properties in Cozumel that had been seized by the same judge were released, but they have now been re-immobilized by the SAT.
