Mexico Opens Public Consultation on Two Quintana Roo Beachfront Projects

Playa del Carmen, Quintana Roo — Mexico’s Secretariat of Environment and Natural Resources (Semarnat) has opened public consultations on two proposed beachfront projects in Quintana Roo, both of which require environmental impact assessments before they can be built.

The first project, Zonna, is planned for Calle 28 in Playa del Carmen’s federal maritime-terrestrial zone (Zofemat), on the site currently occupied by Mamitas Beach Club. The second, Club de Playa Cozumel Opportunity, would be built in the Zofemat southwest of Cozumel, near the Fonatur tourism corridor and the Puerta Maya cruise pier.

The Riviera Maya College of Architects warned that the Playa del Carmen project could worsen already serious mobility problems in the tourist area. The group said the development requires an urban impact analysis focused on transportation, in addition to the environmental study, given existing road limitations in the area.

Semarnat said the consultation period for Zonna runs from Aug. 4 to Sept. 1. The public can review the environmental impact assessment in person at Semarnat’s Cancún office or online using application code 23QR2026TD016. The agency published the notice in its environmental gazette.

For the Cozumel project, the consultation process began July 17, 2026. The project is promoted by Narciso Benítez Hernández, legal representative of Opportunity Knocks de México S.A. de C.V., under registration code 23QR2026TD046.

Comments on either project can be submitted through Semarnat’s Cancún office or the agency’s online consultation portal using the corresponding code. Written comments must include the full name, corporate name and representative details if applicable, along with an address and email.

Semarnat has not yet said whether it will hold in-person public consultation sessions, as it has done for other projects.
