Mara Lezama Signs Agreement to Subsidize Mortgage Cancellation in Quintana Roo

Governor Mara Lezama and FOVISSSTE official signing agreement

Chetumal, Quintana Roo — More than 27,000 state workers in Quintana Roo will benefit from a new agreement that subsidizes the cost of canceling mortgages, Governor Mara Lezama announced Tuesday.

The agreement between the state government and FOVISSSTE, the housing fund for state workers, will cover the registration fees for canceling mortgages at the Public Property Registry. The deal was signed by Lezama and FOVISSSTE executive Jabnely Maldonado Meza during a ceremony where 188 families received certificates confirming their mortgages were fully paid off.

The subsidy applies to 27,853 FOVISSSTE borrowers across the state. Of those, about 1,900 can access the program immediately, with the rest to be added gradually. Each family will save 7,625 pesos (about $400) in registration fees.

“This measure provides legal certainty to families who have already paid off their homes and streamlines property procedures,” state officials said.

Of the 188 certificates handed out, 166 went to families in Othón P. Blanco municipality, and 22 to beneficiaries from other parts of the state.

Lezama emphasized that a home is more than a building — it is where families build their lives. She thanked President Claudia Sheinbaum for supporting housing policies and praised collaboration with FOVISSSTE, notaries, and the Public Property Registry.

Maldonado also announced that FOVISSSTE will resume building social housing, with a project for 3,500 homes in Quintana Roo. She said the agency is working with Infonavit on a national program to address unfair or unpayable loans.

“Today, 400,000 families of state workers can see their credit resolved and leave behind an unfair, unpayable debt,” Maldonado said.
