Chetumal, Quintana Roo — The trust fund created to channel cruise industry revenue into public works in Quintana Roo has approved 26 projects worth 1.268 billion pesos since its founding in 2025, officials said, with the money directed at modernizing infrastructure and upgrading the state’s main cruise destinations.

The Fideicomiso para el Bienestar del Turismo Crucerista en Quintana Roo, known as Ficqroo, has focused its spending on tourism infrastructure, urban roads and operating equipment, according to technical reports from the state Tourism Department (Sedetur).

Cozumel and Othón P. Blanco Take the Largest Shares

The approved 2025-2026 portfolio directs money to the areas that receive the most cruise visitors. Cozumel accounts for 11 projects with an allocation of 626 million pesos, while another 11 projects in Othón P. Blanco carry 465 million pesos for development in the south of the state.

The trust’s technical committee also set up a 286 million peso Immediate Response Fund, split across four projects, to prevent and respond quickly to natural disasters and public health emergencies anywhere in Quintana Roo.

Nearly 30 Projects and 67% Completion

Across the current administration, the approved portfolio now exceeds 1.5 billion pesos spread over roughly 30 projects, with 67% of the physical work completed.

Ficqroo administers the revenue generated by the state’s cruise tourism tax and converts it into public works, security spending and social development. For every dollar the cruise industry contributes, the state government adds another dollar, officials said.
