Cancún, Quintana Roo — A prosecutor’s office agent in Quintana Roo has been arrested on suspicion of human trafficking, specifically forced prostitution and sexual exploitation, after authorities say he forced two women to sell sex and took half of their earnings.
The suspect was identified as Ulises Fernando, 30, an agent of the State Prosecutor’s Office (FGE). Investigators say he used his position at the institution to carry out the crimes.
Raciel López Salazar, who heads the FGE, announced the arrest at the weekly Security Cabinet press conference held at the C5 command center. He said no illegal conduct by public servants would be tolerated.
Digital Platforms and WhatsApp Groups
According to the investigation, the agent advertised the women on digital platforms and shared photographs of them in 11 WhatsApp groups. Sexual encounters took place at properties used for that purpose, where he allegedly forced the women to prostitute themselves and imposed fines on them.
Investigators say he also charged for the use of the spaces where the sexual services were provided and kept 50 percent of the proceeds. He allegedly used his position as a public servant to protect the operation and avoid detection, while holding a second job at a supermarket as a cover.
Two Raids, Two Women Rescued
On October 12, officers from the Investigation Police, working with the National Guard and the Mexican Navy (Semar), carried out two raids on properties in Cancún’s supermanzanas 23 and 520.
Authorities rescued two women, aged 18 and 25, identified as victims of human trafficking. Officers also found items linked to the investigation at both properties, and the FGE seized them.
Follow-up inquiries established the agent’s likely involvement in the crimes committed against both women. He has been handed over to a control judge, who will rule on his legal status.
Purge at the Prosecutor’s Office
López Salazar said the FGE is carrying out an ongoing purge and cleanup of its personnel. As part of those efforts, the agency has dismissed 657 employees and reassigned another 1,512.
He said reviews and proceedings against public servants are conducted continuously, and that cases involving administrative offenses have also been taken to court as part of efforts to combat misconduct inside the institution.
