Playa del Carmen, Quintana Roo — A Quintana Roo judge has ordered the former mayor of Puerto Aventuras and two former municipal officials to stand trial on aggravated extortion charges for allegedly forcing a local businesswoman to make recurring cash payments under threat of violence and eviction.

The three — identified by the State Prosecutor’s Office as Gilberto “N,” Jorge “N” and Karla Paola “N” — will remain in pretrial detention for up to two years while the case moves forward. Under Mexican legal practice, suspects are publicly identified only by their first name and the initial “N.”

Prosecutors presented evidence gathered during the investigation at a hearing before a judge of the control court, who ruled there was enough material to open a criminal case against all three. The ruling is not a conviction, and the defendants retain the presumption of innocence until a final judgment is issued.

Threats and Weekly Payments, Prosecutors Say

According to the indictment, the alleged extortion ran from January to May 2026 and targeted a woman who ran a business in the Puerto Maya neighborhood of Puerto Aventuras, a resort community south of Playa del Carmen.

Investigators say the first incident took place on Jan. 19, when the woman was summoned by Karla Paola “N,” who allegedly told her to fill out a document and make a payment, warning that her belongings could be taken away if she refused.

On Feb. 6, Jorge “N” reportedly showed up at her business with several other people and ordered her to go back to Karla Paola “N.” Prosecutors allege he was acting on Gilberto “N’s” instructions and threatened to return and attack her if she did not comply.

Five days later, on Feb. 11, the woman handed over the money she had been asked for.

The prosecutor’s office says the paperwork she was told to pay for was in fact free of charge, but that the defendants led her to believe the procedure would guarantee her protection for as long as Gilberto “N” remained in charge of the Puerto Aventuras municipal government.

The demands did not end with that first payment. On May 7, Jorge “N” allegedly returned to the business with two other people and told the owner to pay a set amount every week, threatening to throw her out of the premises and physically harm her if she refused. Fearing for her safety, she began making the periodic payments and later reported the matter to authorities.

Judge Finds Evidence Sufficient for Trial

During the hearing, prosecutors laid out the investigation’s findings and the evidence assembled against the three defendants. After reviewing the material, the judge ruled that Gilberto “N,” Jorge “N” and Karla Paola “N” should face trial for aggravated extortion and imposed pretrial detention as a precautionary measure for the duration of the proceedings.

The case continues to examine the alleged use of public office in Puerto Aventuras to pressure merchants into paying through threats, as prosecutors pursue the criminal case against the former mayor and his two former colleagues.
