Cancún, Quintana Roo — The municipal Human Rights Department has received complaints from parents in recent weeks over improper fees being charged to enroll children for the upcoming 2026-2027 school year.
Edgar Mora Ucán, who heads the department, said Tuesday that officials have so far received two inquiries about the cases, which occurred at a middle school and a high school in the city.
Mora stressed that no school may condition enrollment, the release of documents, or uniforms, noting that education is a fundamental right guaranteed by the Constitution.
He said one mother who came to the department to seek advice expressed interest in filing a complaint with the Quintana Roo State Human Rights Commission, the autonomous body that investigates and issues recommendations to schools that violate human rights.
Mora said education-related complaints currently represent about 5 percent of the department’s caseload. He predicted that number would rise as the school year approaches in late August.
“I think that in this school year, in this second semester, the number of cases will very likely increase. There are various needs because it’s the start of the school year,” he said.
The official said the department maintains close communication with education authorities to strengthen efforts to prevent any improper fees, and he urged parents to report any such charges in the coming weeks.
