Mexico’s Cruise Ports Get $27M Infrastructure Boost

Quintana Roo, Mexico — The Secretary of Tourism for the State of Quintana Roo (Sedetur) is preparing the development of executive projects to rehabilitate infrastructure in Cozumel and Mahahual, the two cruise ports in the Mexican Caribbean.

The initiatives are the "Elaboration of an executive project for the rehabilitation of infrastructure on the Malecón, the Tourist Assistance and Safety Center, and urban improvements for the town of Cozumel, in the municipality of Cozumel." Also included is the "Elaboration of an executive project for the rehabilitation of infrastructure in the Plaza del Faro, the main street of Mahahual, the Tourist Assistance and Safety Center, and urban improvements for the town of Mahahual, municipality of Othón P. Blanco."

The funds have already been authorized by the Secretary of Finance and Planning of the State of Quintana Roo (Sefiplan), using revenue derived from the Cruise Passenger Duty and the State Counterpart of the Revenue from the Cruise Passenger Duty.

The resources authorized by the state Sefiplan for the Sedetur to obtain these two studies amount to approximately 27 million pesos.

Project Timelines and Visitor Statistics

According to the public tender process announcements, the Secretary of Tourism of the State of Quintana Roo (Sedetur) will have both executive projects by mid-April 2026.

Statistics from the Sedetur reveal that, in the last two years and five months, the tourist destinations of Cozumel and Mahahual recorded the arrival of 19 million 938 thousand 689 cruise passengers, including both passengers and crew.

From 2023 to May 2025, Cozumel registered 11 million 42 thousand 594 maritime travelers, and Mahahual recorded five million 896 thousand 95 cruise passengers.

Additional Project for Mahahual

In addition to the executive project for the rehabilitation of infrastructure in the Plaza del Faro, the main street of Mahahual, the Tourist Assistance and Safety Center, and urban improvements for the town of Mahahual, the Sedetur will also have the executive project for the Costa Maya Security Arch and Entry Point in this tourist destination belonging to the Grand Costa Maya brand, in the southern Mexican Caribbean.
