President Sheinbaum Defends Constitution, Vows Mexico Will Not Bow to Foreign Pressure

Queretaro, Mexico — Mexican President Claudia Sheinbaum declared that Mexico “does not bow, does not kneel, does not surrender, and does not sell itself” during a ceremony marking the 109th anniversary of the country’s Constitution.

Speaking from the historic Teatro de la Republica in Queretaro, Sheinbaum defended the constitutional reforms enacted under her administration and warned against any return to an era of privilege.

The event was attended by Queretaro Governor Mauricio Kuri, Senate President Laura Itzel Castillo, Chamber of Deputies President Kenia Lopez Rabadan, and Supreme Court President Hugo Aguilar Ortiz, along with other state governors, cabinet members, and representatives from all branches of government.

Defending Constitutional Legacy

Sheinbaum emphasized that Mexico’s history is not one of obedience but of dignity and the people’s struggle for sovereignty, social justice, and democracy.

She noted that the 1917 Constitution emerged from popular insurgency and was one of the world’s most advanced charters for its recognition of social and labor rights and state control over natural resources.

In contrast, she criticized the 36 years of neoliberal policies that she said promoted “anti-popular and surrendering” reforms, weakened the social purpose of the Constitution, privatized public assets, and normalized corruption.

Constitutional Reforms

Sheinbaum highlighted that from September 2024 to December 2025, her administration has approved 22 constitutional amendments and over 50 secondary law reforms, which she said have restored the social and sovereign essence of the Constitution.

Key reforms she mentioned include:

  • Judicial reform allowing direct election of Supreme Court justices
  • Recognition of Indigenous and Afro-Mexican peoples as subjects of public law
  • Reversal of the 2013 energy reform to strengthen Pemex and CFE
  • Constitutionalization of social welfare programs
  • Protection of native corn varieties
  • Recognition of the human right to water
  • Substantive equality for women
  • Prohibition of nepotism and immediate re-election

She also emphasized the reform to Article 40, which states that Mexico will not accept any foreign intervention or interference that undermines its sovereignty.

Sheinbaum announced that in the coming weeks, lawmakers will approve a 40-hour workweek with gradual implementation.

She concluded by stating that the Fourth Transformation movement is the heir to the historical struggles of the people and reiterated that Mexico will not return to a regime of corruption or privilege, nor become a colony or protectorate of any foreign power. “Defending the homeland and sovereignty means making social justice a reality,” she said.
