The National Electoral Institute (INE) has published definitive data on political party membership as of the end of 2025, revealing deep polarization. Only Morena and the Green Ecologist Party of Mexico (PVEM) reported notable growth in party membership for Mexico 2025, while the rest of the traditional forces are crumbling on the national stage.
The 2025 Political Map: Consolidation of the Official Alliance
The data reported by the National Electoral Institute (INE) for the end of 2025 confirms a clear trend in the party system: the strengthening of the officialist bloc. The Green Ecologist Party of Mexico (PVEM) is the only force, apart from the dominant Morena, that managed to significantly increase its number of members.
According to the INE database, the PVEM registered an impressive increase of 31 percent, going from 592,417 to 778,630 members. For its part, Morena showed an even greater expansion, jumping from 2.3 to 11.5 million members, according to previously disseminated information.
The Decline of the Opposition and Allies
While the PVEM and Morena were gaining adherents, other political forces reported significant losses in their membership rolls:
- Labor Party (PT): An ally of Morena, this force lost about 67,993 registered members, equivalent to a 14 percent reduction of its registered membership.
- Citizens’ Movement (MC): Reported a decrease, going from 384,005 to a preliminary sum of 362,783.
- Institutional Revolutionary Party (PRI): Started the year with 1.4 million members and ended with approximately 940,000.
- National Action Party (PAN): Presented a smaller loss, going from 277,665 to 275,644.
It is important to recall the recent loss of registration of the Party of the Democratic Revolution (PRD) in 2024, which in its last year of valid membership appeared with a membership roll of 999,249 members.
The Geography of Membership: The New Green Strongholds
The public document consulted on the INE website (in the political actors section) reveals that the PVEM’s strongholds persist and strengthen in several states.
The five main strongholds of the Green Party are:
- San Luis Potosí: 147,189 members.
- State of Mexico: 93,908 members.
- Chiapas: 79,135 members.
- Guanajuato: 43,700 members.
- Mexico City: 43,136 members.
In contrast, the Labor Party maintains its strongest roots—according to the number of memberships—in the State of Mexico, with 34,220, followed by Michoacán (29,024) and Guerrero (25,000).
Electoral Regulation and Million-Dollar Financing
The dynamics of membership rolls are constant, as the INE updates them continuously, taking into account not only the additions and removals reported by the parties, but also agreements and rulings from electoral authorities. Only the most recent citizen registration is valid, after cross-checking all membership rolls.
The INE makes available to all citizens on its official website (www.ine.mx) a tool to check affiliation with a party, using the voter key contained in the voting credential. On this same site, citizens can correct personal data or request that the political party cancel their registration.
Looking ahead to the next cycle, the Directorate of Prerogatives and Political Parties will review the entirety of the membership rolls in the second quarter of next year. This review will focus, above all, on detecting possible duplications and determining to which political institute a given affiliation is validated.
The final number of members has a direct impact on party coffers, as current parties and those that eventually obtain registration will share a general public funding pot that amounts to 7,737 million pesos.
New Actors on the Electoral Horizon
The INE General Council will determine in the first months of 2026 whether to grant new registrations to groups that are currently holding assemblies and registering supporters. To obtain validation, these new organizations require at least 256,030 members, strictly validated by the electoral authority.
National Context: Other Topics on the Agenda at the End of 2025
Despite the relevance of membership growth and financing, the political and social agenda at the end of 2025 remains diverse.
President Claudia Sheinbaum shared positive economic data on social media, highlighting Mexico’s second place worldwide with the lowest unemployment, recording a rate of 2.7 percent, only behind Japan, which reports 2.6 percent.
In the social sphere, the families of the 43 Ayotzinapa normal school students marched to the Basilica to celebrate a mass that will be officiated by Bishop Emeritus Raúl Vera, with the aim of strengthening hope in the search for the missing youths.
Finally, regarding infrastructure and services, it was reported that Mexicana de Aviación has transported more than 800,000 passengers in its two years of operation. Currently, the airline operates 14 routes in the country and an increase of three more routes is expected for the second quarter of 2026, totaling 17.
