Cancún, Quintana Roo — The modernization and digitization of the Public Registry of Property and Commerce of Quintana Roo (RPPC), an entity synonymous with corruption for decades, has been achieved under the new government of the Fourth Transformation with the migration of over 3 million records, Governor Mara Lezama Espinosa announced during the program "La Voz del Pueblo."
Accompanied by the director of the RPPC, Mariann González Pliego Castillo, the state executive affirmed that the people of Quintana Roo now have a 100% digital, agile, modern, and accessible Public Registry of Property and Commerce that combats corruption and provides legal certainty for personal assets.
"The discretionary power that led to under-the-table deals, fraud, and the manipulation of property titles to change names overnight, adjudicating them to family members, friends, close associates, and even straw owners, is over," explained Mara Lezama.
With the new Quintana Roo Real Estate System (SIQROO), the entire archive of the registry's 4 delegations was digitized and the database was centralized, to which over 3 million records were migrated.
Furthermore, with the modernization, documents are now unalterable as security elements have been incorporated. These include an advanced electronic signature, a time and space stamp indicating the moment, place, and time a document was issued, and a validation QR code that citizens can use with a device to confirm it matches the one issued by the Public Registry, explained Director Mariann González.
The SIQROO system features three portals: one for citizens, one for authorities, and one for notaries. Through the citizen portal, the people of Quintana Roo can request services in real time, without intermediaries, and obtain certified copies, certificates of freedom from encumbrance or of no lien, proof of ownership, proof of registration, and proof of registration history without having to visit the offices; the document is received via email.
Another element announced by the RPPC director is a real estate alert application, which notifies private individuals of any movement registered between private parties concerning their property, allowing them to take the legal measures they deem necessary. This application requires a subscription.
Governor Mara Lezama confirmed that it is now a reality: a Public Registry of Property and Commerce that guarantees the unalterability of property titles, which for decades had prompted acts of corruption.
During the program "La Voz del Pueblo," Governor Mara Lezama summarized the week's main activities and responded to requests and demands sent in by the people of Quintana Roo.
