New Expropriations Decreed for Maya Train in Quintana Roo

Chetumal, Quintana Roo — Less than 48 hours before the end of 2025, the Presidency of the Republic decreed new expropriations of ejido lands in Quintana Roo in favor of the Maya Train project. The expropriations include land in the municipalities of Bacalar, Othón P. Blanco, and Puerto Morelos.

The decrees establish not only the extent of the affected lands but also the compensation amounts that must be paid to the ejidos according to official appraisals.

Details of the Expropriations

In the municipality of Bacalar, the expropriation corresponds to the ejido Pedro Antonio de los Santos. The affected area is 0.4453 hectares. These lands will be used for the construction of railway infrastructure and the operation of the Maya Train, for both passenger and cargo transport. According to the valuation report issued by the Institute of Administration and Appraisal of National Assets on March 3, 2025, the compensation amount for this area amounts to 311,954 pesos and 91 centavos, based on its commercial value.

The Maya Train is considered a strategic project for the development of southeastern Mexico.

A second expropriation was decreed in the ejido Allende, in the municipality of Othón P. Blanco. In this case, the expropriated area is 0.6176 hectares. The decree specifies that these common-use lands will be used for railway infrastructure works and for the operation of the Maya Train project. The corresponding appraisal, issued on February 18, 2025, determined a compensation amount of 58,548 pesos and 48 centavos, an amount that must be covered by Tren Maya, S.A. de C.V., before the definitive occupation of the lands.

The third decree involves the ejido Leona Vicario, in the municipality of Puerto Morelos. Here, the expropriated area is 1.6057 hectares in decimal figures. For this expropriation, the Institute of Administration and Appraisal of National Assets issued a valuation report on February 21, 2025, which established a compensation amount of 4,431,571 pesos and 43 centavos, due to the commercial value of the affected area.

Implementation and Justification

The decrees indicate that the Ministry of Agrarian, Territorial and Urban Development will proceed with the execution of the expropriations once Tren Maya, S.A. de C.V. proves payment of the corresponding compensation.

The federal government maintains that these actions are justified by reasons of public utility, considering the Maya Train a strategic project for economic development, regional connectivity, and job generation in southeastern Mexico.
