Banco Azteca Plans Tourist Villas in Quintana Roo’s Xul-Ha

Chetumal, Quintana Roo — Banco Azteca, led by businessman Ricardo Salinas, has submitted an Environmental Impact Statement (MIA) to Mexico’s Secretariat of Environment and Natural Resources (Semarnat) for the operation and maintenance of a new residential tourism project in southern Quintana Roo.

Project Details

The proposed development, named Casa Xul-Ha, includes a tourist residence comprising five villas distributed across a three-story L-shaped building. The site spans 467.79 square meters along the lagoon shoreline of Xul-Ha, a community in the municipality of Othón P. Blanco.

In addition to the residential area, the project outlines the construction and upkeep of a wooden dock with a palapa or pergola, raising environmental concerns due to its proximity to sensitive aquatic ecosystems.

Regulatory Process

The application, filed on July 11, 2025, under case number 23QR2025TD036, is linked to the F/1201 Xul-Ha Trust, managed by Banco Azteca S.A. Semarnat will now assess whether the project meets environmental criteria for approval, given its location near biodiverse water bodies.

Broader Context

The initiative aligns with ongoing tourism development plans in the region, including projects in Huay Pix and Chetumal. Authorities have yet to announce a timeline for the evaluation process.
