Puerto Morelos, Quintana Roo — Property owners behind on their taxes in Puerto Morelos will get two consecutive windows to catch up after the town council approved a full waiver of penalties on prior-year bills for vacant lots and homes.

The council approved the measure during its 34th extraordinary session, creating the Buen Fin discount period and the “Ahorrando Pagando” (Saving by Paying) period. Both eliminate 100 percent of penalties accrued in earlier years on the Impuesto Predial, Mexico’s annual property tax, though the underlying tax debt itself still must be paid.

When the discounts run

  • Nov. 3 to Nov. 30, 2026: the Buen Fin discount period, with 100 percent of prior-year penalties waived.
  • Dec. 1 to Dec. 31, 2026: the Ahorrando Pagando period, offering the same waiver for vacant lots and homes.

The two windows run back-to-back, giving taxpayers two continuous months to bring their accounts up to date.

Who qualifies

The stimulus wipes out penalties on property tax from previous fiscal years for both undeveloped lots and residential properties. It is aimed at taxpayers who want to regularize their standing with the municipality.

Who is excluded

Taxpayers who have active legal challenges pending against municipal collection actions or rulings are not eligible. The only exception is for those who formally withdraw those challenges before the Municipal Treasury.

What officials said

Mayor Blanca Merari Tziu Muñoz said the programs give residents easier access to support and help keep the finances of the town’s families and businesses in order.

“The goal is for more people to be able to take advantage of this benefit and regularize their fiscal situation with greater ease,” Tziu Muñoz said.

The council directed the Municipal Treasury and the Revenue Directorate to carry out the administrative steps needed to apply the discounts. The mayor encouraged residents to consult the Municipal Treasury for the conditions and requirements.
