Playa del Carmen Approves Citizen Participation Mechanisms to Update Municipal Development Plan

Playa del Carmen, Quintana Roo — The municipal government of Playa del Carmen has approved co-creation and citizen participation mechanisms to strengthen the update of the Municipal Development Plan (PMD) for 2024-2027, officials announced.

Rolando Méndez Navarro, Secretary of Planning and Evaluation, led the sixth ordinary session of the Committee for Development Planning (Coplademun) on behalf of Mayor Estefanía Mercado. During the session, the mechanisms were approved to incorporate citizen voices into the definition of public policies, infrastructure projects, and social actions aimed at driving municipal development.

Méndez emphasized the importance of consolidating an open government model that allows residents to actively participate in building strategies and projects that respond to the community’s real needs.

“The update of the PMD represents an opportunity to enrich the municipality’s development vision through collaboration between government, civil society, the business sector, academia, and the general public, ensuring that public decisions are based on the population’s priorities,” Méndez said.

The approved mechanisms include in-person and digital surveys and opinion polls, forums and consultation dialogues, children’s and youth participation dialogues, and meetings with opinion leaders. The strategy aims to strengthen transparency, accountability, and efficiency in executing public works and social actions outlined in the Annual Operational Program.

During the session, new Coplademun members were sworn in, and a modification to the 2026 Annual Operational Program was approved.
