Mexican Party Files Environmental Complaint Against Royal Caribbean Over Mahahual Project

Mahahual, Quintana Roo — Mexico’s Movimiento Ciudadano party has filed a formal complaint with the Federal Attorney for Environmental Protection (Profepa) accusing Royal Caribbean’s “Perfect Day Mexico” project of causing ecocide in the coastal town of Mahahual.

Party leader Jorge Álvarez Máynez announced the complaint on social media, stating that the megaproject threatens one of the country’s most important ecosystems. “We cannot allow an ecocide on the beaches under the guise of economic progress,” he wrote, adding that residents deserve clear answers about the project’s environmental and social impact.

The complaint, filed on May 11, cites Mexico’s Constitution, the General Law of Ecological Balance and Environmental Protection, and the Federal Law of Environmental Liability. It alleges that construction of the luxury cruise complex has caused and continues to cause ecological imbalance, environmental damage, and harm to natural resources in the area.

Royal Caribbean announced Perfect Day Mexico in October 2024 as a strategic investment to transform the Costa Maya port into a high-end tourist destination for international cruise passengers. Since its announcement, environmentalists, citizens, and organizations have warned of potential damage to beaches, reefs, and marine biodiversity in Mahahual.

Movimiento Ciudadano said it will closely monitor the case and urged environmental authorities to thoroughly investigate potential impacts before allowing the project to proceed.
