Chetumal, Quintana Roo — A key urban development plan for the Chetumal metropolitan area remains unpublished a year after public consultation, stalling potential investment in the region, a planning official said.
Jaime Aguilar Cheluja, a member of the Citizen Planning Council, expressed frustration that the Urban Development Plan (PDU) for Othón P. Blanco municipality—covering Chetumal, Calderitas, Subteniente López, Huay Pix, and Xul-Ha—has not been released despite completing all legal procedures.
He noted the update has taken nearly two years, and its absence means a 2021 version with technical errors and compatibility issues remains in effect, hindering proper implementation.
“In strict terms, since 2021 we have not had a clear definition of the instrument that governs or should govern the urban development of our metropolitan zone, and the one that has been worked on is still in process,” Aguilar Cheluja said.
He recalled the public consultation for the PDU was held in February and March 2025, but no publication date has been set, blocking any investment plans for the state capital.
“We cannot plan investments because at the moment we do not have the guiding document that serves to align all projects,” he insisted.
Aguilar Cheluja added that while awaiting the PDU’s publication, the Citizen Planning Council must now focus on updating the municipal development plan to align it with the new federal and state strategic plans, as well as the Local Ecological Zoning Program (POEL).
