Quintana Roo Projects Seek Environmental Approval

Cancún, MX — The Ministry of Environment and Natural Resources (Semarnat) has published a list of projects submitted and resolved at its Central Offices and Representative Offices, which includes two projects in Quintana Roo seeking Environmental Impact Assessments (MIA).

The publication, released by the General Directorate of Environmental Impact and Risk (Dgira), specifies that the projects will be subject to Public Consultations and Public Information Meetings as part of the Environmental Impact Assessment Procedure (PEIA).

The first project is a rural property to be developed under the name "In Caajal" subdivision. It is located within a semi-urbanized zone near the town of Playa del Carmen, though the property itself falls within the municipal jurisdiction of Lázaro Cárdenas. Consequently, the surrounding area already features various residential and commercial developments, a situation also influenced by its proximity to Federal Highway 305D, the Playa del Carmen-El Tintal road.

“As a project with a residential purpose, it is estimated to have a permanent useful life, and an abandonment phase is not contemplated. Therefore, with proper maintenance, the buildings planned in this phase of the project are estimated to have a useful life of 50 years,” the document specifies.

The main objective of the project, named "In Caajal," is to obtain authorization for a Change of Land Use on Forest Land (removal of vegetation) and the corresponding Environmental Impact Assessment for the subsequent construction of the rustic roadways that comprise the project. This is proposed because the new intended land use is compatible and congruent with the land's designated vocation in the area where the property is located, which is very close to the town of Playa del Carmen.

Furthermore, the layout of the land and its current use vocation comply with the specifications established by the Urban Action Law of the State of Quintana Roo and has been validated by the Directorate of Urban Development of the City Council of Lázaro Cárdenas through Official Letter MLC/DDU/004/2024, document number 143. This authorization permits the initiation of subdivision procedures before SEDETUS, which can later be processed in the same directorate and may also include the addition of commercial and/or residential zoning.

The second project is promoted by Banco Actinver, Sociedad Anónima, Institución de Banca Múltiple, Grupo Financiero Actinver, in its capacity as trustee of Fideicomiso 2538, and is submitted for evaluation to the Semarnat office in Quintana Roo.

“This Environmental Impact Assessment, of the Particular modality under an urgent character, corresponds to the project 'Containment of waste and protection of beaches Costa Maya Sands and Beach' intended to be carried out in the marine area adjacent to the property of the project commercially named Playa Penélope, located on the Mahahual-Xcalac Highway, kilometer 17+212.46 to 20+041.42, in the municipality of Othón P. Blanco, derived from the environmental contingency registered at the project site,” states the promoter.

The "Containment of waste and protection of beaches Costa Maya Sands and Beach" project aims to carry out coastal preservation works and activities. It is expected to minimize the massive washing ashore of high contents of garbage and solid waste to the project site, reduce the erosive process faced by the beaches, as well as curb sargassum arrivals, all while respecting the natural coastal dynamics and maintaining the services derived from this environment, the document concludes.
