Ride-hailing drivers in Tulum protesting against enforcement operations and high fines

Tulum, Quintana Roo — Ride-hailing drivers working through digital platforms have reported alleged irregularities in mobility enforcement operations in this municipality, where they say they face high economic penalties, vehicle seizures, and contradictory requirements for providing service.

According to testimonies from drivers who asked to remain anonymous, many hold valid B3 licenses and current insurance policies—documents they claim are sufficient to work through transportation apps in other municipalities in the state. However, they say Tulum authorities demand an additional permit that is currently not being issued.

Drivers maintain this situation has created uncertainty, with some vehicles seized and towed to impound lots during operations, along with fines that affected individuals say can reach up to 700 Units of Measurement and Update (UMA).

The complaints primarily target the Quintana Roo State Mobility Institute, the agency responsible for regulating these services in the state, which drivers accuse of applying stricter criteria specifically in Tulum.

Some operators also reported a pressured work environment, saying they have been monitored, photographed, and even followed while transporting passengers—situations they allegedly attribute to members of the taxi union.

Drivers questioned why authorities issue licenses intended for platform services while simultaneously establishing additional requirements they claim they currently cannot meet.

In response, they called on state authorities to review the regulatory framework governing transportation platforms in the municipality and establish clear guidelines that provide certainty for both drivers and users of these services in Tulum.
