Quintana Roo Authorities Identify 400 Irregular Developments, 126 Under Alert

Cancún, Quintana Roo — Authorities in Quintana Roo have identified 400 irregular real estate developments across the state, with 126 flagged as high-risk for buyers lacking legal certainty, officials announced.

José Alberto Alonso Ovando, head of the Secretariat of Territorial and Sustainable Urban Development (Sedetus), reported that 60% of these developments are undergoing regularization processes, while two have been referred to judicial authorities.

Of the total, 126 developments have been officially flagged with alerts, warning potential buyers that they cannot guarantee legal security for purchased lots. Buyers who have already acquired properties in these areas are being directed to municipal or environmental agencies for guidance.

“There are cases that are impossible to regularize because the properties are involved in litigation with private parties or because they are located in federal zones,” Alonso Ovando said. “In fact, there are very complex cases that don’t qualify for the process and unfortunately lose their investment.”

The official noted that for developments subdivided on communal lands where proper procedures weren’t followed, authorities are working with federal agencies like the National Institute of Sustainable Land (INSUS) to establish regularization pathways.

Authorities are specifically focusing on communal land areas in Cancún’s Alfredo V. Bonfil neighborhood and the continental portion of Isla Mujeres, where multiple agencies and municipalities are collaborating. The regularization process depends on each case’s specific circumstances.

Regarding monitoring efforts, Alonso Ovando said authorities constantly monitor social media for irregularities and verify street advertisements and highway signs. When suspicious developments are identified, they check with municipalities about licensing; if none exists, they initiate appropriate procedures.
