Playa del Carmen Council Approves Agreement to Regulate Mototaxi Zones

Playa del Carmen, Quintana Roo — Playa del Carmen’s city council approved an agreement with the Quintana Roo state mobility institute, Imoveqroo, to regulate and delimit the areas where mototaxis — motorcycle taxis — are allowed to operate.

The council approved the measure on Sept. 24 during its 26th extraordinary session. The agreement brings together the municipal government, Imoveqroo and the sector’s organizations, unions and associations, and will remain in force from its signing until Sept. 29, 2027. In the same session, the council also approved an update to the Municipal Development Plan 2024-2027.

What the Agreement Covers

The deal seeks to establish mechanisms for organizing, regulating and territorially delimiting the motocar and mototaxi service in the coastal municipality. Municipal secretary general Luis Herrera Quiam said the agreement follows roughly eight months of work involving the Transport Department, the Mobility Commission and other municipal offices.

Herrera said one objective is to define the perimeters, or polygons, in which mototaxis may operate. He clarified, however, that the agreement does not expand the existing polygons or authorize new operating zones.

Under the plan, the municipal government and Imoveqroo will set up cooperation mechanisms to support organization and oversight of the service. Officials also aim to:

• Keep mototaxis off federal highways and primary avenues
• Prevent units from operating with more passengers than permitted
• Stop drivers from picking up or dropping off passengers in unauthorized locations

The defined operating polygons will be made public once the municipal government finalizes the agreement with Imoveqroo, so that both drivers and users know which zones are designated for the service.

Municipal Development Plan Updated

During the same session, the council approved an update to the Municipal Development Plan 2024-2027, the document that sets the guidelines for the municipal administration’s public policies, programs and actions.

The update seeks to align the plan with national and state planning instruments and incorporates the Strategic Sustainable Development Plan 2025-2050, as well as reforms to Quintana Roo’s Planning Law.

The municipality began the update in December, holding analysis sessions, citizen forums and interinstitutional reviews with council members, municipal departments and other agencies. Citizen participation was also part of the process, and officials said the contributions received helped strengthen the document approved by the council.
