Puerto Morelos, Quintana Roo — Hugo Valdez, a former municipal official and union leader, was shot dead Saturday morning outside his home in this tourist town, marking the second killing of a former Quintana Roo official in less than a week.

The attack occurred in the Casco Antiguo area, a popular beach zone, as Valdez was leaving his residence and entering his vehicle. Armed assailants, who appeared to be waiting for him, opened fire in what authorities described as a direct, targeted attack.

Valdez, a leader of the Transportistas de la CTC union known as “los volqueteros,” died at the scene inside his car. Neighbors and passersby witnessed the shooting and promptly alerted emergency services.

Security forces cordoned off the area following the report, while forensic experts from the State Prosecutor’s Office conducted an investigation. No suspects have been apprehended, and the motive remains unclear.

This incident raises questions about security in Quintana Roo, coming just days after federal and state officials touted declining crime statistics during a visit by President Claudia Sheinbaum. The region is known to be dominated by the CJNG-Los Chapitos criminal group, and some sources suggest the killing could be linked to disputes over union contracts and extortion demands from criminal organizations.

It is the second execution of a former municipal official in the state within eight days. On March 14, former councilman Juan Sepúlveda Palacios, known as “El Pulpo,” was kidnapped, tortured, and killed in the town of Miguel Alemán, Bacalar municipality. Witnesses said his abduction occurred in front of community members and local politicians during anniversary celebrations.

Some anonymous witnesses linked that attack to the Cártel de Caborca, describing it as a paramilitary-style operation intended to send a message to the political class.

This is not the first high-profile killing in Puerto Morelos. On February 24, 2021, Ignacio Sánchez Cordero, then secretary of Social Development and a pre-candidate for municipal president for the Green Party (PVEM), was shot and killed inside a local café.
