Campeche, Mexico — Nineteen U.S. Navy SEALs will begin training Mexican Navy personnel this Sunday in a special operations capacity-building program authorized by the Mexican Congress and President Claudia Sheinbaum.
The elite U.S. special forces team will conduct the training from February 15 to April 16, 2026, at facilities in Campeche, including San Luis Carpizo and Ciudad del Carmen. The program, titled “Improve the Capacity of Special Operations Forces,” aims to enhance the Mexican Navy’s capabilities in maritime, land, and air missions against terrorism and international organized crime.
The authorization, published in the official government gazette, allows the U.S. personnel to enter Mexico with weapons and military equipment transported aboard a U.S. Air Force Hercules C-130 aircraft. The plane will land at Campeche International Airport to deliver the instructors and their gear, then return in April to repatriate them.
The Navy SEALs from Team 2 bring specialized training in counter-terrorism and anti-crime operations, which they will impart to members of the Mexican Navy, known as Semar.
