Mexico City — President Claudia Sheinbaum said Tuesday that the case involving the deaths of two U.S. intelligence agents in Chihuahua will not be resolved by the resignation of the state’s attorney general, and announced that the Federal Prosecutor’s Office (FGR) has opened an investigation to determine the full truth.
Speaking at her morning press conference, Sheinbaum stressed that Mexico must know “the whole truth” about the presence and activities of the foreign agents, who died alongside two Mexican officials in a crash in the Sierra mountains of Chihuahua. The incident has sparked a political and diplomatic crisis over unauthorized foreign personnel participating in security operations.
“The case is not closed with a resignation,” Sheinbaum said, referring to the departure of Chihuahua State Attorney General César Jáuregui, who stepped down Monday amid the scandal. “The FGR is investigating, and Mexico must know the truth.”
The president said investigators will determine whether the agents’ involvement violated Mexico’s Constitution or the National Security Law, and whether there were coordination failures between state and federal authorities. She reiterated that Mexico does not permit direct intervention by foreign agents in operations, and that any cooperation must be limited to information exchange within the legal framework.
The controversy erupted after a crash in the Sierra de Chihuahua killed two U.S. citizens identified as CIA agents and two Mexican officials. Conflicting official accounts have emerged about the agents’ role, with some reports suggesting they were participating in an anti-drug operation. The incident has strained bilateral relations with the United States and reignited debate over sovereignty, security coordination, and the limits of international cooperation against organized crime.
Sheinbaum emphasized that the FGR investigation will be key to assigning responsibility and determining who authorized or allowed the agents’ participation, as well as any omissions or irregularities in handling the case.
