Developer Investigated for Deer Harm in Playa del Carmen

Playa del Carmen, Quintana Roo — The Government of Quintana Roo has launched a formal investigation following reports of harm to white-tailed deer in the Playacar Phase 2 subdivision of Playa del Carmen. The incidents are linked to the real estate development "Legacy by AWA," operated by Inzigna Capital Group, which allegedly violated environmental regulations during its construction phase.

Environmental Violations Under Scrutiny

In a statement signed by Óscar Alberto Rebora Aguilera, Secretary of Ecology and Environment (SEMA), authorities confirmed that two wildlife-related incidents were documented during the week of May 18–19, 2025:

  1. Deer were observed displaced among construction debris.
  2. One deer was struck by a vehicle and transported to a veterinary clinic, with no certainty of recovery.

These events suggest potential failures in the rescue and relocation measures required under environmental permits. SEMA further confirmed that the developer exceeded authorized tree-clearing limits, impacting critical wildlife habitats.

Governor Mara Lezama has directed administrative actions that may lead to formal sanctions.

Immediate Measures and Corrective Actions

To safeguard biodiversity and prevent further violations, authorities have implemented the following measures:

  • On-site inspections by SEMA, the State Attorney General’s Office (FGE), and the Environmental Protection Agency.
  • Patrols to relocate affected wildlife.
  • Stricter ecological criteria for urban development.

Call for Public and Industry Cooperation

SEMA acknowledged citizen reports and urged developers and residents to comply with environmental laws. "Protecting Playa del Carmen’s ecosystem is a collective responsibility essential for a sustainable future," the agency stated.

The investigation underscores the state’s commitment to enforcing wildlife protection laws and ensuring accountable development practices.
