Quintana Roo to Regulate Mototaxi Services Starting in Cancún

Chetumal, Quintana Roo — The Quintana Roo Institute of Mobility (IMOVEQROO) will begin regulating mototaxi services and defining zones where they can operate legally, starting in Cancún, officials announced. The move aims to improve safety and mobility as the state grapples with rapid urban growth and gaps in public transport coverage.

Rafael Hernández Kotasek, head of IMOVEQROO, said the agency is conducting a technical analysis to designate areas where mototaxis can operate without infringing on licensed routes or endangering users and drivers. The primary goal is to curb irregular operations and reduce accidents.

“It’s a real risk for everyone when there’s no regulation—for users, drivers, and third parties. That’s why we’re working to establish order and clear rules,” Hernández Kotasek said.

He explained that the program will launch in Cancún, where residents in outlying neighborhoods have increasingly turned to mototaxis due to insufficient coverage from traditional public transport, especially at night or in newly developed areas. However, unlicensed operations have sparked conflicts with licensed transport providers and authorities.

Hernández Kotasek added that details on zone boundaries and regularization criteria could be announced in the coming days, ensuring the service complements rather than irregularly replaces licensed public transport.
