Quintana Roo Tax Goal 77% Met

Cancún, Mexico — Of the 9.8 billion pesos established as the tax collection goal for Quintana Roo this year, authorities have already achieved 77 percent of the target, anticipating that the objective set by the state government will be met.

Héctor Contreras Mercader, head of the Quintana Roo Tax Administration System (SATQRoo), explained that among the primary revenues is the tax on lodging, despite the low occupancy rates reported by the state's hotel sector.

The 2025 income budget establishes a goal of 4.725 billion pesos for the Payroll Tax (ISN), while the objective for the Lodging Tax is 3.468 billion pesos. This means that together, these two taxes represent 83 percent of the total collection target set for this year by the state government.

According to figures from the Mexican Institute for Competitiveness (IMCO), the entities with the highest generation of their own revenues, relative to their total income, are Mexico City, with 44.7 percent; Chihuahua, with 23.5 percent; the State of Mexico, with 23 percent; Quintana Roo, with 21.3 percent; and Nuevo León, with 19.8 percent. This places Quintana Roo in fourth place, due to both its tourist activity and the income generated by the productive population of the state.

Mercader Contreras assured that if everything continues this year as budgeted, the goal established in the 2025 fiscal package will be met, with an eye toward already working on plans for 2026, which include a new vehicle re-plating program.

In light of this, he reminded the public that they have until December of this year to get up to date, with discounts of up to 40 percent on fines and late fees, before a new re-plating begins in 2026 and charges increase for those who are delinquent.

For the current fiscal year, there is only a shortfall of 15 percent of contributors who have not yet completed their re-plating. "We have the registry updated to approximately 85 percent; so there is very little left to collect. So, this is just an invitation for people to take advantage of these discounts on fines and late fees," added the official.
