The program, part of the state’s Agreement for Well-Being and Development, will run from July to December 2025, offering financial incentives and streamlined procedures to help families formalize undocumented properties.

Governor Mara Lezama leads the initiative, emphasizing the state’s commitment to guaranteeing property rights for Quintana Roo families. Key benefits include:
- A fixed fee of 7,500 pesos plus VAT for notarial services on properties valued up to 650,000 pesos.
- A 100% tax incentive for issuing Certificates of Freedom from Liens.
- Eligibility limited to properties within the state.
The Scale of Irregular Housing
An estimated 389 informal settlements exist across Quintana Roo, housing approximately 200,000 residents. In Cancún and Playa del Carmen alone, over 92,000 families lack proper property documentation due to unrecorded land purchases or informal occupation. Another 17,000 families await regularization, though legal and administrative hurdles—such as ownership disputes or missing paperwork—may delay or prevent their eligibility.
