Bacalar, Quintana Roo — Governor Mara Lezama distributed 67 land certificates and titles to women from 29 ejidos in Bacalar and surrounding municipalities on Tuesday, part of a broader initiative to address gender inequality in rural communities.
The event, called the Social Property Caravan, took place at the Serapio Flota Mass sports complex in Bacalar. Lezama handed out 56 certificates of common-use rights and 11 property titles to women from ejidos in Bacalar, Othón P. Blanco, José María Morelos, and Playa del Carmen.
“In this different government, we recognize the rights of rural women, who for many years were invisible,” Lezama said. She noted that the effort aligns with a commitment made by President Claudia Sheinbaum to ensure women have full access to land ownership and legal security for their assets.
Luis Cruz Nieva, head of the National Agrarian Registry (RAN), announced that starting immediately, certificates of rights validity can be processed digitally online. He said the RAN will also deploy mobile brigades called “Morral Móvil” to provide services directly in communities.
Griselda Martínez Vázquez, undersecretary of Agrarian Planning and Property Inventories at the Ministry of Agrarian, Territorial and Urban Development (SEDATU), reiterated the government’s commitment to placing women at the center of decision-making. “We are making history, we are transforming this country with more and more presence of women,” she said.
The caravan also provided access to federal and state services for over 300 women. These included legal advice on agrarian matters from SEDATU, RAN, and the Agrarian Attorney’s Office; guidance on the Housing for Well-being program from the National Housing Commission (CONAVI); health services from IMSS Bienestar; and programs from the State Women’s Institute (SEMUJERES) such as Woman is Power, Woman is Learning, Woman is Entrepreneurship, Weavers of the Homeland, and LIBRE Centers offering psychological and legal support.
Additional services came from the Quintana Roo Health Department, Civil Registry, Ministry of Agricultural, Rural and Fisheries Development, Ministry of Welfare, Ministry of Tourism, and Ministry of the Interior, including the “Your Identity is Your Right” program.
Among those present were Heyden Cebada Rivas, president of the Superior Court of Justice; Verónica Lezama Espinosa, honorary president of the Quintana Roo DIF system; Bacalar Mayor José Alfredo Contreras Méndez; and state congresswoman Diana Gutiérrez García.
