Quintana Roo Development Agency Inherits Labor Disputes from Defunct Derimaya

Court documents and files related to labor lawsuits against the Desarrolladora de la Justicia Social para Quintana Roo in Playa del Carmen

Playa del Carmen, Quintana Roo — When the Riviera Maya Development Agency (Derimaya) was dissolved in May 2025, its successor inherited more than the pending regularization of lots in Playa del Carmen’s Luis Donaldo Colosio neighborhood. The Desarrolladora de la Justicia Social para Quintana Roo also absorbed the old agency’s labor disputes.

At least four workers who were dismissed — possibly without justification — have taken their cases to the Labor Court following the change of corporate name. The legal conflict dates back to 2022, but the court has now sent a formal notice to the new agency, according to the tribunal’s published records.

Court Notice Names Former Officials

The notice, numbered 14/2026, was filed by Frank Albores Jiménez and Juana del Carmen Guzmán De la Peña. Listed as defendants are the Desarrolladora de la Justicia Social para Quintana Roo; Carlos Ríos Castellanos, former head of the Sustainable Urban Territorial Development Department (Sedetus); and Ofelia González Whitt and Rebeca Rangel González, both relatives of the late Francisco Rangel Castelazo.

The wrongful-dismissal claims are registered under case numbers 113/2022 and 212/2022. The other affected workers are Ileana Rodríguez Díaz, Ester Algorez Jiménez and Claudia Rodríguez Lizama.

Among the defendants is also former governor Joaquín Hendricks Díaz, who created Derimaya during his administration.

Property Seized in 2024

In January 2024, the State Prosecutor’s Office seized the Derimaya property over possible crimes against urban development and fraudulent administration involving more than 250 million pesos.

Because the cases remain open, the exact amounts the workers are claiming for seniority have not been disclosed. A ruling in their favor, however, could be worth several million pesos.
