Playa del Carmen, Quintana Roo — Aiming to highlight Playa del Carmen’s unique role in marine conservation and sustainable tourism, the city officially launched the first-ever Tiburón Toro Fest 2025. Held at Parque Leona Vicario, the festival was inaugurated by Estefanía Hernández Flores, Municipal Secretary of Tourism, representing Mayor Estefanía Mercado. The event seeks to raise public awareness about marine species protection while positioning Playa del Carmen as a leader in ocean conservation.

Hernández Flores emphasized the festival’s broader mission to promote regenerative tourism, strengthen local identity, and foster community engagement in environmental efforts. “The bull shark is not only a spiritual symbol in Mayan cosmology but also a driver of sustainable economic development for Playa del Carmen. Protecting it benefits everyone—nature, culture, tourism, and our community,” she stated during the opening ceremony.

Special recognitions were presented to community members, businesses, and organizations involved in the festival’s creation, celebrating their commitment to marine conservation and sustainable destination development.

A Community-Led Conservation Effort

Tiburón Toro Fest stands out as a citizen-led initiative driven primarily by women specializing in marine science and environmental communication. Supported by the Playa del Carmen municipal government and conservation groups like CONANP, Mar Alliance, EcoCaribe Mx, We Love the Sea, and Centinelas del Agua A.C., the festival reflects a growing collaborative effort to protect local ecosystems.

The bull shark (Carcharhinus leucas) is central to the event’s focus. Classified as a vulnerable species by the International Union for Conservation of Nature (IUCN), these sharks migrate annually to the coastal waters off Playa del Carmen between November and March to give birth. This phenomenon transforms Playa del Carmen into one of the world’s premier destinations for shark diving—a unique eco-tourism activity that has become vital to the local economy.

The Dive Industry’s Reliance on Bull Sharks

Responsible bull shark diving directly supports approximately 1,600 people in Playa del Carmen, including dive instructors, boat operators, and guides. Indirectly, over 30,000 residents benefit through related services such as hospitality, transport, and equipment sales. According to conservationists, the local dive industry depends heavily on the presence of these sharks during the migration season, as thousands of divers from around the world travel specifically to witness bull sharks in their natural habitat.

However, the species faces increasing threats. Illegal fishing, habitat degradation, and human encroachment into coastal zones jeopardize their migratory routes and breeding areas. As a result, the festival aims to galvanize local action, educate the public, and advocate for greater protection measures.

In addition to advocacy, Tiburón Toro Fest offers a range of interactive activities designed to engage the wider community. Environmental education workshops for children and youth introduce younger generations to marine biology and conservation principles. Cultural events, artistic performances, and small business showcases highlight Playa del Carmen’s creative community and its connection to marine life.

One festival highlight was the screening of the short documentary Tiburón Toro, produced in collaboration with local environmental organizations. The film explores the biology of bull sharks and the importance of Playa del Carmen as a reproductive refuge for the species.

A Model for Sustainable Tourism

The Tiburón Toro Fest complements Quintana Roo’s 2030 Master Plan for Sustainable Tourism, demonstrating how government agencies, civil society, and the private sector can work together to promote biodiversity protection and regenerative tourism.

By linking conservation science with community identity, Playa del Carmen’s municipal government aims to position the city as a model destination where ecological stewardship, cultural heritage, and economic prosperity are intertwined. Through initiatives like Tiburón Toro Fest, Playa del Carmen is not only safeguarding its iconic marine species but also strengthening its long-term viability as a leading destination for sustainable tourism.
