Mexico City — Mexico City officials and UN Women have launched an unprecedented campaign called “Zero Tolerance-Blue Card” to combat child sexual exploitation in hotels ahead of the 2026 FIFA World Cup.
The initiative makes Mexico City the first host city for the international event to prioritize child protection as a top concern. The program has support from UNICEF, the UN Population Fund (UNFPA), the Mexico City Hotel Association, and the National Hotel Chains Association.
How the Blue Card Program Works
The program focuses on two key areas to ensure safe environments for children and adolescents:
- Tourism sector training: Specialized training for hotel staff on detection and protection protocols.
- Community vigilance: A direct call to residents and tourists to observe and report suspicious situations, emphasizing that absolute certainty isn’t required to raise an alert.
The Blue Card uses football’s strong symbolic language, inviting society to become “referees” off the field. It also incorporates the image of hotel room key cards as a visual reminder of the hospitality industry’s commitment.
The Urgency of Protecting Children
UN Women officials stress that preventing this crime requires understanding the different risks involved. Global statistics reveal the sector’s vulnerability:
- 72% of global human trafficking victims are girls and adolescent women
- 38% of all human trafficking victims are minors
- An estimated 2 million children worldwide have been victims of commercial sexual exploitation
Dosia Calderón, UNFPA deputy representative, stated clearly that the success of the 2026 World Cup will largely depend on host cities’ ability to protect those in the most vulnerable situations.
