Mexico City, Mexico — Sandra Mónica Decasper Chacón, a Mexican citizen, has publicly accused her ex-husband, Argentine diplomat Norberto Ariel Martins Mogo, of holding her against her will in Argentina while subjecting her and their two children to sustained abuse. In a video shared on social media, Decasper pleaded for intervention from the Mexican government, specifically calling on President Claudia Sheinbaum to facilitate her rescue.
Allegations of Coercion and Violence
Decasper stated in the video that she is currently in Argentina “under threat and against my will.” She accused Martins, who has served in diplomatic roles abroad, of exploiting his diplomatic immunity to perpetrate “multiple forms of violence” against her.
“When I told him I no longer wanted to be with him, he threatened me while I was still in Mexico,” Decasper said, visibly distraught. “Because of the abuse I endured, I was terrified for myself and my children. I came [to Argentina] against my will.”
She further alleged that despite previous appeals to Mexican diplomatic authorities—which resulted in a restraining order against Martins—her ex-husband has continued harassing her. Decasper claimed Martins, a lawyer who previously worked in the legal counsel office of Argentina’s Ministry of Foreign Affairs, leverages his connections to intimidate her and obstruct legal proceedings.
Legal Obstacles and Alleged Intimidation
Decasper asserted that she has been unable to retain legal representation in Argentina because Martins “either bribes or coerces my lawyers into quitting.” She added, “Right now, I have no lawyer. His only goal is to harm me.”
She also accused Martins of filing false police reports against her in Argentina, including attempts to revoke her custody of their children. “This is called vicarious violence,” Decasper said. “In Mexico, it’s a criminal offense. I beg you, Madam President, as a woman, to support me.”
Decasper emphasized her inability to leave her residence or access funds, alleging that associates of Martins have targeted her. “This cannot continue. I need to protect myself and my children. I’m asking Mexico to help me—I need urgent assistance, I need to be rescued. This is a cry for help,” she concluded.
Mexican Embassy Responds
In a statement, the Mexican Embassy in Argentina confirmed it has provided consular assistance to Decasper since last year, including referrals to psychological and social support services for domestic violence survivors, as well as legal counsel.
The embassy noted that these measures led to a formal complaint with Argentine authorities and the implementation of protective measures, including the restraining order against Martins. It pledged to “remain in contact with [Decasper] to monitor ongoing legal proceedings and continue providing support.”
The embassy did not explicitly name Decasper in its response, citing privacy protocols.
