Cancún, Mexico — State legislators María José Osorio Rosas and Tepy Gutiérrez have introduced a new initiative aimed at safeguarding, preserving, and promoting artisanal work in Quintana Roo. The proposed legislation seeks to establish a comprehensive public policy framework to support local artisans.
A New Legal Framework for Artisans
The initiative, described as entirely new legislation, focuses on fostering the holistic development of artisanal activities, recognizing them as part of Quintana Roo’s cultural heritage, and enhancing their commercialization at local, national, and international levels.
“This is a completely new law. Our goal is to encourage and protect the comprehensive development of artisanal work, acknowledge it as cultural heritage, and strengthen its commercialization,” Osorio Rosas explained.
The proposal outlines public policies centered on training, financial assistance, cultural tourism promotion, and increased visibility for traditional designs. It also advocates for the continuation of existing programs, such as Hecho en Quintana Roo (Made in Quintana Roo), currently administered by the state’s Secretariat of Economic Development, beyond the current administration.
“We want the initiatives launched under this administration to endure. Right now, artisans receive kits to start their own businesses—that should continue,” Gutiérrez stated in an interview with Capital Noticias.
Crafted with Artisan Communities
A key aspect of the initiative is its collaborative development with artisan communities. Lawmakers conducted field visits and held workshops across various regions of the state to gather input.
“Artisans told us, ‘This is the first time we’ve received this kind of support, and we don’t want it to end.’ This law responds to that demand,” Gutiérrez added.
The legislators also highlighted the growing international recognition of Quintana Roo’s artisans, citing recent participation in events like the Fitur trade fair in Spain.
Additional Legislative Progress
In related legislative developments, Osorio Rosas noted that another of her proposals—a constitutional amendment to guarantee breastfeeding rights—was unanimously approved by the Commission on Constitutional Matters and is set for a full vote before the current legislative session concludes.
The artisanal initiative now awaits further debate and approval in the state congress.
