Playa del Carmen, Quintana Roo — Local transport operators had hoped that corruption would end at the Quintana Roo State Mobility Institute (Imoveqroo) with the appointment of Rafael Hernández Kotasek as its director. However, allegations suggest the situation has remained unchanged—or worsened.
Accusations of Extortion
David Cosgaya Mena, the Imoveqroo delegate in Playa del Carmen, is accused of charging 5,000 pesos to allow offenders to bypass regularization processes for their vehicles. Taxi drivers, meanwhile, report being asked for 2,000 pesos per vehicle to secure regularization without meeting the minimum requirements for public transportation services.
Transport operators are demanding that Hernández Kotasek, as head of Imoveqroo, not be complicit in Cosgaya Mena’s alleged extortion, which they claim is being carried out in his name.
Justification for Payments
The corruption is reportedly disguised as a “donation” for the upcoming gubernatorial campaign of Gino Segura, with claims that the payments are authorized by higher-ups.
Threat of Road Blockades
Transport operators have warned that if the extortion continues, they will block the federal highway in protest.
