Mexico City, Mexico — Mexican President Claudia Sheinbaum Pardo announced that the construction of a fourth cruise ship pier in Cozumel is under review. During her morning press conference at the National Palace, Sheinbaum stated, “When I was in Quintana Roo, I discussed this with Governor Mara Lezama Espinosa, and we agreed to reevaluate the project.”

Environmental Concerns Take Center Stage

She emphasized that an environmental impact study must be conducted, warning that without proper assessment, the project “could ultimately destroy Cozumel’s appeal.” The president reiterated her agreement with Governor Lezama to revisit the plans and maintain ongoing dialogue with local communities.

“If the decision is made to proceed, we must determine the optimal location and method. If environmental risks are too great, alternative solutions for cruise operators will be explored,” Sheinbaum added.

Balancing Tourism and Conservation

The president noted that Cozumel’s tourism relies heavily on its coral reefs, which are vital to both marine biodiversity and the island’s economy. While acknowledging the importance of cruise tourism, she stressed the need to increase passenger spending on local goods and experiences.

“Currently, most cruise lines bring everything from abroad, leaving minimal economic benefits for Mexico. We want visitors to purchase local crafts and engage with communities,” Sheinbaum explained.

On June 13, Mexico’s Secretariat of Environment and Natural Resources (Semarnat) accepted a legal challenge filed by Cozumel residents concerned about the project’s environmental consequences. Semarnat has since initiated a formal review process, notifying both the petitioners and the development company on June 18. The evaluation will focus on safeguarding the reef ecosystem, a cornerstone of the island’s ecology and tourism industry.
