Conkal, Yucatán — Developers have requested an environmental impact permit for a country club-style residential development called Tágora in Conkal, even though satellite images show construction began four years ago and 1,201 investment lots are already being sold.
The Yucatán Sustainable Development Secretariat (SDS) published a notice Tuesday in the state official gazette seeking public input on the project, which covers 50 hectares (about 124 acres) on parcel 7425. The public has five business days to review the environmental impact statement and propose additional mitigation measures.
According to the SDS, the project includes 1,197 residential lots, four commercial plots, a clubhouse, a dog park, a guard booth, and roads. Only 9% of the land is designated as green space.
However, Google Earth images show the development’s entrance gate, access road, guard booth, and children’s playground were built as early as 2022. Google Maps photos from July 2025 confirm the infrastructure was already in place.
Property records reveal that the land was originally a 150-hectare ejido parcel that former President Enrique Peña Nieto granted free of charge in 2014 to brothers Rodrigo José and Ricardo Vega Espinosa, who identified themselves as single farmers aged 32 and 36 at the time. The ejido assembly had approved the transfer in 2008.
By 2017, the brothers — now married and holding degrees in business administration and law — constituted the Tágora condominium before a notary. The condominium was registered with the state property registry in July 2020.
Rodrigo José Vega Espinosa lists himself on LinkedIn as a businessman and director of growth at real estate firm Inmove. Ricardo Vega Espinosa is the titular notary of Notary 92 in Puerto Morelos, Quintana Roo. Business records show Rodrigo is a partner in seven companies, including two real estate firms now being liquidated.
Inmove is already marketing Tágora lots online, advertising picnic areas, barbecue zones, a reading area, playgrounds, and a palapa for events.
The SDS did not identify the project’s investors in its notice.
