Cozumel, Mexico — The administration of Cozumel Mayor José Luis Chacón Méndez is confronting a severe image crisis, marked by controversial public statements and allegations of impropriety. The mayor, who initially enjoyed popular support after being nominated by the Morena party, is now attempting to regain public trust, though his strategy of repeated apologies appears insufficient to overcome the growing discontent.
A Series of Controversial Incidents
The controversy surrounding the development and economic stability of the "Island of the Swallows" intensifies daily. This is primarily due to the cancellation of the construction of a fourth cruise ship pier and the conditions under which Mayor Chacón Méndez governs the municipality.
Despite attempts to improve his image and that of Cozumel, Chacón Méndez is sinking deeper into controversy due to his actions and the consequent addictions that have been noted not only by public officials, politicians, and the business sector, but also by Cozumel residents themselves.
His political image deteriorates daily, a consequence of inappropriate comments about events on the island and allegations leveled against him concerning the abuse of alcohol during work hours. He has become a clear example of an improvised public official lacking political, economic, and social sensitivity, which is why he only stands out on paper, as his reality is quite different.
Fallout from Comments on Abuse Case
The mayor is navigating a serious image crisis, initially sparked by his misguided comments regarding a case of sexual abuse of a minor by a military official. His negative opinion about the victim's economic situation, instead of focusing on seeking justice and the culprit, provoked widespread rejection from families on the island, who were quick to point out his insensitivity in the face of such a serious crime.
Financial Management Under Scrutiny
Furthermore, it is noted that the "Island of the Swallows" is the most important cruise ship arrival destination in the country. With its three terminals—Punta Langosta, Puerta Maya, and the International Cruise Terminal—it has surpassed all sector records and is projected to receive more than 5 million tourists in 2025, maintaining its high level of activity.
It is for this reason that many local governors have attempted to mislead their citizens, politicians, and even the media, demonstrating an incapacity to be at the forefront of one of the most important municipalities in Quintana Roo.
José Luis Chacón Méndez has become the clear example of an improvised official lacking political, economic, and social sensitivity, which is why the Island of the Swallows only stands out on paper, as its reality is another. His incapacity has led him to make irresponsible expenditures, including personal publicity, per diems, travel to fairs and conferences, coffee and pastries for meetings, and pizzas and soft drinks for neighborhood leaders.
As has been noted, the municipal administration of José Luis Chacón Méndez has set its course toward corruption and is competing with other mayors of Quintana Roo for first place in the plunder of public funds, though now under the colors of the National Regeneration Movement (Morena), and is on the verge of surpassing previous governments.
Chacón Méndez blatantly draws from his PRI-affiliated past, his training alongside Roberto Borge—who is currently confined in a prison accused of corruption and operations with resources of illicit origin—and gave a demonstration of this during the organization of the Cozumel Carnival 2025.
