Cozumel, Mexico — The island of Cozumel, a premier tourist destination attracting over 4.6 million visitors annually, has implemented a new program offering courtesy traffic fines to tourists who commit minor infractions while renting vehicles. The initiative aims to enhance the vacation experience by avoiding penalties for unintentional violations that do not endanger public safety.
Program Details and Enforcement
Telly Caamal Hau, Deputy Director of Municipal Transit, explained that the program primarily benefits tourists, particularly from the United States, who rent vehicles such as motorcycles or cars during their stay. Minor infractions—such as briefly driving in a bike lane or parking in a yellow zone—now result in a verbal warning rather than a formal citation.
“This is a courtesy fine, meaning they are not officially penalized. However, we monitor repeat offenses, as the program allows only one warning per violation. We explain the rules to the visitor, whether national or foreign, to ensure they understand the purpose: to make their stay on the island smoother,” Caamal Hau stated.
Exceptions and Serious Violations
The courtesy fines do not apply to more severe offenses, which are strictly enforced under local regulations. These include speeding, driving under the influence, parking in disabled spaces, or being at fault in a traffic accident. Such violations carry mandatory penalties without discounts or cancellations.
Program Impact and Statistics
Since its introduction earlier this year, authorities have issued an average of two to three courtesy fines per week. The program maintains records to prevent abuse while ensuring tourists are informed of local traffic laws.
The initiative aligns with Cozumel’s broader efforts to balance tourism growth with public safety, reinforcing its reputation as a visitor-friendly destination.
